Richards Crossing in Carson City

Rural Nevada Apartment Spotlight:
Richards Crossing, Carson City – Helping Veterans All Year Round

By Kathleen Eagan

November 11th is a time-honored tradition for many of our rural communities to celebrate Veterans Day with parades and public displays paying tribute to our great men and women who have served our country. President Wilson began the tradition by declaring November 11, 1919, the one-year anniversary of the end of World War I “the war to end all wars”, as Armistice Day.  In 1938, Armistice Day was declared a national holiday on each November 11th  honoring veterans of World War I. The holiday was amended in 1954 as “Veterans Day” to honor all veterans who served our country during war or peacetime.

While giving thanks once a year is appreciated, the number of veterans across the United States needing support services for daily living continues to strain available community resources.

According to the U.S. Census Bureau’s 2018 report, Nevada’s Veteran population was 211,114. The number of these veterans with a disability was 61,095. The percentage of veterans living in poverty in our great Silver State was 8% – 7th highest in the nation.

The apartment complex is named after Garth Richards, long-time Carson City community supporter, who donated the land with the purpose to increase affordable housing units for at-risk citizens.

Newly constructed in 2017, Richards Crossing Apartments is a unique, model community with 39-unit affordable housing development for the homeless and extremely low-income individuals. Specific units are reserved for chronically homeless veterans and receive rental assistance from the U.S. Veterans Administration, while the other units receive Section 8 project-based vouchers. In addition to providing shelter, the facility provides on-site resident services, including supportive services, as well as referrals to local service organizations to help tenants maintain housing and move towards self-sufficiency.

Financing of this project included the use of 2015 Low Income Housing Tax Credits through the Nevada Housing Division with Richman Group Affordable Housing Corp. and American Express; U.S. Department of Housing and Urban Development HOME Program funds through the Nevada Housing Division; Affordable Housing Program funds through the Federal Home Loan Bank of San Francisco and Charles Schwab Bank; Carson City 2016 Community Development Block Grant; and Home Depot Foundation grant funds.
